A very sujective question and there cannot be any direct answer on the same as the same are proposed and will depend upon its becoming an ACT.

So now keeping in mind the above to reply you DTC has been proposed to be applicable w. e. f. 01.04.2011 i. e. A. Y. 2012 - 13. As the assessment year is next year so the same will not apply in either May 2011 or November 2011 if the same becomes effective as proposed and will be applicable for May 2012.

GST has been proposed to be effective w. e. f. 01.04.2011 and the levy will be effective from that date and hence the same may apply in November 2011 exam not before that.
