Help with regard to HRA claims

I am paying a Rent of Rs. 19K per month (excluding Maintainence). The landlord is not ready to give me the PAN, which is a requisite for rent payment >1lakh for the previous year, however he can provide me rent receipts. The HRA claimed in my previous organisation is Rs. 1L wherein the actual is much higher. Can I claim the actual amount of HRA deduction? (which will be different from the amount mentioned in the form 16?).
