Help required

 One of my friend is PCC Student, he is enrolled in  Sept 2007 as an articled clerk and sent the form to Chennai address. He has recd identity card & letter from chennai office on 11.10.2007. Till date he has not recd any study material (books), instead he has recd CD's for all the subjects.

Can anyone suggest the procedure to be followed to acquire books
