help needed pe2

i am a pe2 student i was issued eligibility certificate to give exams from may04-may 2006 i have cleared 1st grp in may 2005 . The prblem is an amendment was passed in aug 2005 that persons who have exhausted their attempts will be given 5 additional attempts upto nov2007 But while filling the form for grp2 exam for may06 in the instructions it was written that people who have exhausted their attempts till nov05 are entitled to extra attempts I dont understand how can the amendment and the instruction contradict like this If any one knowing exactly what this amendment implies &when my attempts are getting over keeping in light that i have cleared 1 group
