Whether it is effective from coming Nov'13 Exam. I think so.
Then, any CCI member have any Idea as when it will be effective for our Exam purpose.

Still it is a bill and not AN ACT as it still requires president's assent and then it will be notified in official gazette of india so there is some time for its applicability.
it is not applicable for nov 2013 exams and if it is passed after 31.10.2013 then it will also not be applicable for june 2014 exam.
Icai will notify the date of its applicability.
ya agree still is a bill ya ICAI CAN Change marking Scheme For this Attempt by giving more whietage to allied Laws

so, as per your converse, it will even be applicable for Next May 14 exam and Nov 14 Exam..
