We have to make sure that this is not the repeat of april 28 announcement. ek din ke liye; rakh diya announcement; ki form submission of 109 has been extended upto may 15; and on may 1 they write; we didn't post the message in www.icai.org .

transfer should be allowed unconditionally and atleast 2 times and in same city. 

abb kya gandhe CA se bachne ke liye papa ka transfer karwaengey; ya shaadi karenge; ya seher chhod dengee.

Can you tell me for   what   reason  your  friend  got the transfer and what was the proof  submitted by your  friend. Because I need transfer, i have to find out whether it is acceptable or not.
