If recipient is registered then GTA have 2 options :
Forward charge at the rate 12% and ITC available to both. OR
Reverse charge at the rate 5% and ITC available only to recipient
Recipient should issur payment voucher too
SAC code 996791
Agree with the above comment by Sejal Sir..

Hi,

Yes, agreed with Sejal Jain,  Registered Transporter can make the payment of GST under forward charge @ 12% with ITC on their input or @ 5% without ITC subject to other condition as well.

Transporter have the otpion to shift this liability on consignee or consignor as well under reverse charge mechanism.  Under reverse charge mechanism, receiver is liability to make the payment of GST @ 5% and receiver can take the credit of GST paid under reverse charge.

RCM Invoice:-  Provision of Self invoice to make the payment of GST under reverse charge  is applicable only if service provider is unregistered.  In your case as transporter is registered under GST,  receiver is not liable to issue the self invoice/RCM invoice.  Payment voucher is sufficient.

You have to issue both Payment Voucher for making payment to GTA, & Self Tax Invoice to take ITC on RCM being deposited by You
