Is service tax applicable to service receiver in case of transportation costs? How to know that the service provider is a GTA?

As per Section 65B(26) of the Finance Act, 1994; “Goods Transport Agency means any person who provides service in relation to transport of goods by road and issues consignment note, by whatever name called”. Therefore, issue of Consignment Note (C/N) is integral and mandatory requirement before any road transport can be said to be GTA

Service tax is applicable on consignment note of Rs.750 and above. ST liability under RCM will be 30% of the bill value. for example Rs.20000 bill on which 30% is Rs.6000. so 6000*14.5% will be tax amount

Kk thank u for ur quick reply I am an article student and while doing vouching, i got this issue and in this case the service receiver is not paying any service tax..! What to do?
Is the person paying freight is liable to pay service tax?
