For GSTR 9 for persons below the turnover of Rs. 2 crore is made optional. What you have mentioned in the turnover limit for GST Audit under GSTR 9C applicable only for FY 2018-19 of Rs. 5 crore.

In term of Notification 47/2019 , the registered person whose aggregate turnover in Fy is below 2 crore & do not file annual return before due date it's is supposed to be deemed to be filled.

In term of Notification 16/2020 CT, registered person whose turnover in Fy exceeds 5 crore is liable furnish a copy of Audit report (9C)

Filing of FORM GSTR-9 ( GST Annual Return ) for FY 2017-18 and FY 2018-19 has been made "OPTIONAL" for those Taxpayers having Aggregate Turnover upto Rs. 2 crores.

Whereas, Filing of FORM GSTR-9C ( Reconciliation Statement and Audit Report ) for FY 2018-19 has been made mandatory only for those taxpayers whose Aggregate Turnover exceeds Rs. 5 crores. A new Proviso has been inserted to Rule 80(3) of the CGST Rules 2017 vide Notification No. 16/2020 Central Tax, dated 23.03.2020.
