we have opted QRps scheme, based on we have filled gstr1 in time. but today we have received notice from GST department not filed gstr3b. how can we file.

If all returns filed then send a letter stating that you have opted quarterly return filing scheme and give evidence of eligibility.
Under QRMP you have to file GSTR1 and GSTR3b both quarterly.
Have you filed both.
If not, file.

How can one file quarterly returns when the quarter itself has not finished

Mohan Rao mentioned that he opted QRMP and filed GSTR1
GSTR1 is not available for QRMP bur only IFF.
Therefore Mr Mohan Rao is some where confused
or might be he has not opted the QRMP. Then only he can file GSTR1 monthly.
