For FY 20-21, GSTR-9 is mandatory to be filed by those who has turnover over INR 2 crore
For persons whose turnover is below INR 2 crore, it is optional for them

The filing of annual return form GSTR-9 for FY 2020-21 to be optional for taxpayers having aggregate annual turnover is INR 2 Crore or below.
