Quick Summary
No if turnover crores 2 crores rupees then gstr 9 is compulsory to file and if gstr 9c crossed 5 crores rupees then both gstr 9 and 9c should be filed. If turnover is above 2 crores rupees but below 5 crores rupees then gstr 9c is optional

As per Press Note issued by Ministry of Finance, Department of Revenue, dated 28th February 2021, the due date for filing Annual Return ( FORM GSTR-9 ) and Reconciliation Statement and Audit Report ( FORM GSTR-9C ) has been extended to 31st March 2021 from 28th February 2021.

Upto 2 cr it is optional.
And upto 5 cr, GSTR 9C is optional.
And upto 5 cr, GSTR 9C is optional.
If turnover is up-to 2 crores rupees then gstr 9 is optional to file and GSTR 9c not need to be filed. If turn over is between 2Cr-5Cr, the has to taxpayer file GSTR 9 but GSTR 9C is Optional. If the turnover is more than 5cr, the taxpayers has compulsory to file both GSTR 9 and GSTR 9C.
