Quick Summary
This discussion clarifies the mandatory filing requirements for GSTR-9 and GSTR-9C for businesses with multiple units under the same PAN. Even if individual unit turnovers are below the threshold, the aggregate turnover across all units determines the applicability. Therefore, for a company with units in Delhi and Haryana, both GSTR-9 and GSTR-9C are mandatory for each unit if the total turnover exceeds the prescribed limit.

AS  per  section 2(6)  of the CGST act  2017 your Aggregate  Turnover  to be  calculated  on  all  India  basis  for person having same PAN  number  , so if  you  are  having  same pan number  for both the business   GSTR9 and 9C  applicable . you total  turnover will be  7  Crore .
