Can we file without payment of any liability arise in 9 & 9c

Quick Summary
You can file your GSTR 9 and GSTR 9C returns even if there is an outstanding liability. However, this liability must be settled using Challan DRC-03 before finalisation. The system allows filing without immediate payment, but the debt will ultimately need to be cleared.

If liability arises you have to pay that amount

Yes you can file without paying liability.
but ultimately you have to deposit such liability using drc-3 challan.

The liability, if any needs to be set-off via Challan DRC-03
