GSTR 6 and GSTR 6A QUERY......

The ITC available for distribution by an ISD should be distributed to the recipients in the same month itself. (Rule 39(1) (a) of the CGST Rules, 2017).
query 1:- what is ITC available for distribution means? it meana it is autopopulated in the GSTR 6A of month?
query 2:- In GSTR 6A some party status is shown as "counter party not submitted and counter party submitted "? for ITC distribution by input service distributor(GSTR 6) which one is considered?
