Since when option of filing GSTR-10 is available on portal..?

No Notification has been issued yet by the Government of India regarding Form GSTR 10 ( FINAL RETURN u/s 45 ).

I just want to know that if my GST RC has cancelled in 2017 -18, so how can I file the GSTR-10 with in 3 months..?

Yes, GSTR 9 should be filed even for cancelled gst registration.

Dear @ Mohit
you are correct as per section 45 & Rule 80 of CGST Act , every person whose GSTN has be cancelled has to file GSTR 10 , within 3 months from date of cancellation , but as the council has notify the same & its also not available on portal ,. so need not worry the 3 months clause will be not effective till date
