I have many invoices with multiple tax rate.
I will show those invoices rate wise under same invoice number while filling gstr offline utility?
please suggest.

You have to prepare the gstr 1 summary in excel sheet with describing the tax rates and input the invoices among the applicable rates in the excel sheet with date of invoice
Yes you can do so
Yes such invoices can be uploaded in GSTR-1 section. Different rate will be termed as different line items.
