would really appriciate if any one can advise - whether there are any relaxation on VAT / GST on car purchased by an NRI where as NRI has purchased same by paying full consideration from their non rupee account or NRE account to the dealer

No concession to NRI on GST charged over personal Car, when payment made from NRE or NRO accounts...
