A client has not filed Trans 1 till date, are there any chances that he can still file Trans 1

DUE DATE IS OVER
Announced as on 10th Sept 2018: Due date of TRAN-1 and TRAN-2 is extended for certain taxpayers who could not complete filing due to tech glitch, to 31st March 2019 and 30th April 2019 respectively.
however online the due date is over and you cannot file online.
But what will be the procedure for claiming the Trans 1 credit.
