Can deduct GST TDS from materials supply Tax Invoice. Supply to Govt. Department Taxable value above 2.5 Lacks

The Govt. entity will deduct TDS while making the payment.
Supply from any unregistered person can deduct TDS
No .. i dont think the Govt will accept any supplies from URD if the contract value exceed 2.5k
