GST suo moto

Some unforseen reason my GST registration is cancelled under suo moto

Now gst officer demands us to pay entire output tax even though I have decent amount as input tax

If I login to gst portal it shows only set off amount input tax - output tax to be payable

My question is it is ok to pay only the difference amount to fix the problem or i have to pay fully the output tax 

Second question if I failed to pay the amount what is the maximum punishment gst officer can levy ?
