Hello ,. we are distributors of a company and billed as B2B to a customer who have gst at that time. but their registration is suspended in last day. how we file that invoices?? whether as B2B or b2c . we cannot file as B2B since it is suspended.
if it is file as b2c ,what about cess??

I think suspend registrations will be file in GSTR1 . ONLY CANCELLED will no place in return. as any time they can be revoked.
If the portal is not accepting b2b then show it in b2c. Later if the GSTIN gets active then you can amend b2c and show b2b invoice so that your buyer can take ITC.
Show such invoices as B2C
U can't file any one unless ur registration is cancelled by GST officer n than file revocation application for cancelled registration order
