I have a head office in delhi , branch in noida and all purchase , sale and billing is effect from branch.

Yes registration is required for each place of business in every state
you also add the principal place of business
you amend your gst registration

can anyone pls give me reference of any section of GST Act which say this that head office has required to register even all purchase, sale and billing is from their branch in another state

Yes it is compulsory if yout turnover exceeds the limit specified.
