Gst registration is mandatory when services provide more then 20 lakhs in the financial year. If the fall this condition, so he should take Gst registration
Since he is already registered, he has to charge GST on renting a car.
SAC code 99 series will be applicable.
He can show this in the same registeration number or he can also obtain different GSTIN for different places.
