Private Ltd company can do intrastate business without gst if turnover not reaches to the limit to take the gst number

Yes You can sale without GST if Your turn over under the limit.

As per section 24(1) of the CGST Act , inter-State supply of Goods , registration is compulsary irrespective of the Turnover.
