Gst registration for exporters of services under exemption

Hi:

Seniors / experts please clarify my doubts on this topic.  Do exporters of services who otherwise fall under the Rs. 20 lakh aggregate turnover exeption limit need to register for GST even if their total turnover of exports stay within the 20 lakh exemption limit?  Many people say many things, and I am totally confused.  According to my understanding, export of services is considered as inter-state transaction, so they were to compulsorily register for GST.  After the October 2017 notification/clarification that inter-state services need not register for GST if falling under turnover exemption limit, does it mean that exports of services are exempted from GST registration if falling under 20 lakh turnover?  Please clarify.  Thanks in advance.

As per my point of view , no need to get registered, As per Notification 10/2017 igst act, & section 23 (2) CGST Act

In the present state, the sheer volume of export documents makes the entire process highly cumbersome. It becomes a huge burden on the export division offices as well leading to errors. With GST filing online form, both GST and GST Return would be made easy for every stakeholder involved. Thus, creating a win-win situation.

Can you provide some concrete extract of this ruling that export of services / freelancers whos turnover is less than 20 lacs don't need to register with GST. Please treat this and URGENT and your insights will be very helpful.

Notification No.10/2017 dt 13/10/2017 says" the persons making inter-State supplies of taxable services and having an aggregate turnover, to be computed on all India basis, not exceeding an amount of twenty lakh rupees in a financial year as the category of persons exempted from obtaining registration under the said Act"
