Quick Summary
You have to File all returns till date of cancellation , adjust ITC against Tax Payable. then file GSTR 10 . GSTR 10 is for Cancellation of GST registration.

Please correct my earlier reply as above file all returns then Before filling GSTR10 , you have to file GST Reg - 16 from on GSTN portal,for Application for Cancellation of GSTN , then after approval and payment of Tax , File Final return GSTR-10 .
You are missing out a bit . There are other specific procedures.
