turnover in Delhi is Rs. 8 Lacs and in Assam is Rs. 3 lacs. Whether registration requirements is only applicable to Assam or both the states.

But the turnover limit applicable Assam is Rs. 10 lakhs

Yes... Registration is required as per PAN based Turn Over.

turnover limit in Assam is 20 lakhs......
hence not to register in any of the states

registration required in states where where taxable supplies made
