Meghalaya 2 lakhs
Maharashtra 4 lakh
Gujrat 6 lakh
Tamilnadu 6 lakh
Is Mr A liable to register under gst law or not?

No
as per section 22 of cgst 2017 he is not required to get registration.
he can get voluntary registration if he can

but meghalaya is the case of special cotegory states.
