They said they will not release the refund under CGST if we have balance in IGST.
My case was IGST balance-100 CGST balance - 150
Refund = Rs 120
Refund applied Rs 120 from CGST balance.

There is a sequence to claim refund---IGST then CGST then SGST...(as mentioned in circuler no-59)
