Yes you can but the department will reject it due to expiry of limitation period.
In term of Section 54 ,need to apply within 2 years

You can file GST refund application within 2 years only. Since 2 years are expired in this case so you cannot file the refund. Even if you file there are higher chances that it wil get rejected
