As per section 8 CGST Act it covers under composit Supply , hence if you made a single bill for Service +Goods , you have to charge 18% on both as your principal supply is Service.

But if you raise seeprate bill for goods & Service then charge GST as per goods (Spares) rate for Goods invoice & Service rate for service invoice.
