The said services falls under the GST Rate of 12%.

I think now it is 18%
Gst rate changes as per ammendment from gst council.
The said work has been issued by Zilla Panchayat which shall be treated as Local Authority, Hence the applicable rate of GST is 12% only.
And you can avail Input Credit on Inward supplies subject to items as specified in Section 17(5) .
