The said services falls under the GST Rate of 12%.

The said work has been issued by Zilla Panchayat which shall be treated as Local Authority, Hence the applicable rate of GST is 12% only.

And you can avail Input Credit on Inward supplies subject to items as specified in Section 17(5) .
