Gst rate change in SALES RETURN ISSUE

Hi,
I have sold material to a unregistered person in month of July, that time the gst rate was 28%, the said person return the same bill same material for the November while the gst rate is 18%, now which gst rate i should take the entry of sales return in Nov?

Please clarify me

Goods which are returned by unregistered person- clear that credit not availed ( no GST no provided in the original invoice.) Then you avail credit based on your own invoice @ 28%. This canbe shown in GSTR3b. 

sir issue a credit note against original invoice and reverse the invoice amount and tax
Sir, now the said goods gst rate is 18%, if I issue the credit note 28% for reverse entry, is it be correct?
just check is there any credit note to b2c in gstr1.
