gst rat on cold drinks ???

it comes in slab of 28% with addition CESS of 12%. so we can say 40% tax imposed on cold drinks.
beverages 12%
but if serve in resuratant under composit supply rule will be charged at 5%
it's doesn't mean that in resturent we will get in cheap cost thier base value will be high on that they will charge 5% GST.
