when is the GST Practioner exam conducted in 2020 , where I can get syllabus and study material for
this

As per Rule 83a it is conducted twice in year , last exam was held on December 2019 , hence Next exam will be conducted in June 2020.
For syllabus can refer Annexure -A under sub rule (13) of Rule 83A
