Quick Summary
If you pay the GST amount, a shopkeeper cannot refuse to provide a 'pakka bill' (a proper tax invoice). They are legally obliged to issue one if they are GST registered. While they can request your PAN details for cash payments over £50,000, they cannot deny you a bill based on this. If a shopkeeper refuses, you have the right to complain to the ITD and/or GST department.

Any shopkeeper cannot deny Invoice with tax liability, if any.

You can complaint it with ITD &/or GST department.

He can demand Pan card details if payment made above Rs. 50,000/- in cash.

Not at all. He cannot issue invoice if he has a gst registration.
