GST on services provided to Government

One of my friend has provided services to State Government but till date they are not made payment to my friend as well as invoices, they are not entered in their books.
Now, my question is whether my friend is liable to pay GST or not?...as they are not entered and my friend has not collected GST from authority...

Thanks for reply. I guess there would have been contract entered by ur friend with govt. In terms of the contract, ur friend is liable to issue invoice which he has done and hence liable to pay GST. In this case only way out is follow up with Govt. or legal remedy is the only recourse.

Yes once the invoice is raised the GST need to be deposited.
