Yes RCM is applicable on publisher on royalty paid to author As per notification 13/2017 CT(rate), & Publisher can't claim RCM.
As books are exempted in GST by notification 2/2017, so the publisher cannot claim input for its inward supply, so it's expense for him , so in my view cannot pass the input claim to customer
