Gst on leased premises rent arrears

I am a banker. Recently we have paid the rental arrears on our leased premises. Some confusion is there. On the GST  . I will just quote an example. 

Assumptions

Rent arrears paid for 2 years from May 2017 to Nov 2018 = 200000

CGST @ 9%= 18000

Sgst @ 9%=18000

Total = 236000

TDS @ 10%= 20000

But our portal has calculated an additional amount of TDS on this 20000 = 2000+2000=4000

Making the net payment of arrears to 236000-20000-4000=212000. 

It appears that CGST @ 10% and SGSt @ 10% charged on TDS of 20000. Can anybody explain. The bank GST portal is calculating like this

FIRST SHOW RENT

THEN GST

THEN DEDUCT THE TDS YOUR METHOD IS NOT CORRECT
