The error clearly indicates that version 3.1.7 is outdated.
The GSTN (Goods and Services Tax Network) periodically updates the Offline Tool whenever there are:

Portal validations or new mandatory fields.
If you're using an older version, the JSON file it generates may be incompatible with the current GST portal schema, even if it appears valid locally.

Download the Latest Version of the GST Offline Tool:

Re-enter your data or import the Excel file into the new tool and regenerate the JSON.

Upload the new JSON file to the portal.
