GST ITC SET OFF

Hi all, I have a doubt with GST ITC set off
I have zero credit in IGST, and credit in SGST,CGST.
I have payable in all 3 heads.
While paying IGST , can I use equal amounts from CgST and SGST each? Even if there is balance in CGST after set off with CGST liability and the partial amount taken to IGST.
