Can one transporter raise gst invoice of 12% to another transporter. inspite of the fact that it is exempt service in gst. & if so, can it claim input of same. what is the impact? please guide me in detail.

As per Your understanding (and GST) the supply is exempted also You are the same category...
So and So,
No way for Tax and Taxability and ITC...
