can you explain, valuation rule 5% / 10% of basic air Fair is applicable only IATA agent or other sub agents also?

as rule 32(3) of cgst act, 2017 air travel agent have an option to value it's service in case of
5% of basic fare (domestic flight booking)
10% of basic fare (international flight booking )
5% of basic fare (domestic flight booking)
10% of basic fare (international flight booking )
