GST Distinct person

Dear Sir,

We are export orientated company and having 4 branches in India with separate GST Number.

We are doing billing from all branches separately but foreign exchange remittances are being received in one state (branch) only

Now, GST department has sent a notice and saying that you are not following distinct person rule.

please suggest what reply should we need to submit.
