Is it enough to get a consent letter from my father who owns a premises for GST registration. Should the consent letter be on Stamp paper or is it okay to get it printed on plain paper. No rent is being charged.

Yes, consent letter is enough. You can prepare with or without stamp paper. It is better prepare with stamp paper.
