Quick Summary
This discussion clarifies GST audit obligations for businesses dealing in tax-free goods, like garlic and onions. Even if your sales are tax-exempt, if your aggregate turnover (including both exempt and taxable supplies) exceeds ₹5 crore in a financial year, you are likely liable to furnish GSTR-9C, which is the GST audit report. This applies even if you only have expenses like packing materials for these goods.

Yes.....
It's not question about Exempted or taxable Goods , the Notification 41/2020 CT , read with Rule 80 of CGST Act , whose AGGREGATE TURNOVER in FY exceeds 5Crore is liable to furnish GSTR 9C (Audit) .

Note : As per Defination of Aggregate Turnover provided on Section 2(6) of CGST Act , it includes turnover of both EXEMPTED & TAXABLE.

Hence you are required to file 9 & 9C
