whether gst is applicable or not for supply of labels, out of india
also any compliance of income tax

Export on LUT then no gst. Else export will be taxable. Such tax paid will be eligible for refund.
Pla specify LUT and if else export rate of GSt is 18% or rate is different
It's zero rate supply under bond ,you can claim refund of unutilized itc as per rule 89(4) ..
if you supplied by paying igst after setting of itc ..then can claim refund the same
