is is that so no GST charged on transmission and distribution of electricity by anyone???

Service by way of transmission or distribution of electricity by an electricity transmission or distribution utility is exempt from GST under notification No. 12/2017- CT (R), Sl. No. 25.
I know this section but my case study is my question
no gst charged coz government still charges electricity excise....so ....exempt supply under gst
what if such supply of electricity by private entities
