If you have all the registration i.e vat registration,service tax and excise registration then you can enroll from the provisional id and password which you will recieve from vat deptt(by way of Email, on mobile,on the vat department website or by visiting in your local vat department).In that form you have to ist enter the details of vat registration and then enter service tax /central excise details.thenyou will have not require to enroll saperately for service tax and central excise.

If you have only service tax or excise number or both .then you will recieve provisional id and password from their respective department.
